Abstract

Governor of Bali Regulation No. 47 of 2019 is the basis for source-based waste management policies in all villages in Bali. However, solid waste has not been handled properly until now, and its existence threatens environmental sustainability. For this reason, it is necessary to evaluate the implementation and identify supporting and inhibiting factors in the implementation of source-based waste management in three villages in Buleleng sub-district, namely Astina sub-district, Baktiseraga village, and Kalibukbuk village. Data collection was conducted through interviews and observations. The results of the study indicate that the implementation of source-based waste management policies has not been effective and efficient. Astina sub-district does not have a TPS3R, so it has not yet processed biodegradable waste, while Baktiseraga and Kalibukbuk Village, which already have TPS3R, are able to process organic waste into compost, while residual waste is transported to the landfill. Several supporting factors for the implementation of source-based waste management are the role of the government, village, customary village, economic benefits, and environmental benefits, while inhibiting factors include inadequate equipment and very limited human resource capabilities.
