Abstract

The reporting process for suspected violations at the Faculty of Engineering, Udayana University, has not been managed optimally, resulting in ineffective report management and monitoring. This study aims to design and develop a web-based Whistleblowing System using a confidential whistleblowing approach, in which reporters are required to provide their identities while ensuring their confidentiality. The system was developed using the Waterfall method. It provides features for report submission, evidence upload, dynamic forms, status tracking, report verification, communication, and report handling history. The system was evaluated using Black Box Testing and User Acceptance Testing (UAT). The results showed that all system functions operated according to the specified requirements. Furthermore, the UAT results achieved user acceptance scores of 86.17% from reporters and 86.13% from department administrators, both categorized as Very Good
